The Devil [Satan] will never be in Hell.  He cannot go there now and does not rule Hell.  He currently visits God in Heaven briefly to accuse God’s believers on Earth.  At the beginning of the Tribulation, Satan will lose that access.  At the end of the Tribulation, Satan will be in chains in the Abyss.

Hell is run by God’s faithful Angels, and not evil Angels.  However, some Fallen Angels and Demons are imprisoned in chains in a special location in Hell, awaiting Judgement and the Lake of Fire [alive].
